摘要
自2003年以来,针对我国房地产市场出现的供求失衡、房价涨幅过大等问题,政府运用信贷、税收、土地等多种政策工具对房地产市场进行规制。本文通过实证数据,基于民生改善的视角说明了我国房地产市场政府规制效果不理想,表现在:房价还没有回到合理的价位,中低价位、保障性住房供给不足。规制效果不佳的根源在于政府规制缺乏一套完善的制度保障和长效机制。多年来尽管房地产市场规制政策频繁出台,但地方财政对土地收入过于依赖、住房保障制度建设滞后、房地产税收制度不合理等根本性问题并没有解决。因此,房地产市场规制的当务之急是要尽快加强长效的制度建设。
To resolve the serious problems such as the supply and demand imbalance and the fast rise of the housing price in China' s real estate market, the government has put to use many kinds of policy tools, such as credit, tax and land to regulate the real estate market since 2003. According to the empirical data and from the perspective of improving people' s livelihood, this paper explains the inefficiency of government regulation, which lies in the facts that house prices have not returned to the reasonable price, and that the medium and low price housing and in- demnificatory housing are short of supply. The main reason is that the government regulation lacks a sound system se- curity and long-term mechanism. For many years, although the real estate market regulation policies are frequently issued, the fundamental problems have not been solved. For example, the local finance relies on land income too much, the housing security system construction is lagging behind, the real estate tax system is not reasonable, and so on. So the highest priority in the real estate market regulation is to strengthen the long term system construction as soon as possible.
