应对气候变化森林碳汇法律制度的构建和完善

On Building and Improving of Legal System of the Forest Carbon Sequestration

森林碳汇是目前世界上最为经济的"碳吸收"手段,是国际社会应对气候变化最主要的制度设计之一。本文在对森林碳汇的国际法的演进历程进行梳理并预测其发展趋势的基础上,结合我国的现实国情,就构建和完善我国的森林碳汇法律制度提出思考,以期为我国在应对气候变化的相关国际外交和国际谈判上争取主动,为我国经济和环境协调发展提供法律支撑。

The forest carbon sequestration is the most economical means of carbon sequestration in the world.And it is one of the most important systems for international society to deal with climatic variations.Based on the study of international law evolution on the forest carbon sequestration and the forecasting its developing tendency,the article puts forword some ideas on the building and improving of legal system of the forest carbon sequestration in China so as to win the initiative to solve the international climatic variation problems.
