应急管理及其培训的性质、特征与培训主体刍议

Discussion about the Nature, Characteristics of the Emergency Management Training and Training Body

随着我国经济社会发展进入矛盾凸显期,应急管理与突发事件的处置对各级政府公务员的能力和素质提出了新的要求。但是,目前对应急管理及其培训的性质和特征尚缺乏共识。应急管理及其培训应该是一种政府行为、具有强制性并具有非赢利性质。作为公务员培训主渠道的行政学院,应该在应急管理培训中发挥主阵地作用。

As China＇s economic and social development has entered the period of prominent contradictions, emergency manage- ment and emergency disposal capacity call for new requirements for and quality of civil servants at all levels. However, the nature and characteristics of the emergency management and their training are still a lack of consensus. Emergency management training should be a govemment activity, and has a non-profit nature. As the main channel of the civil servants training , Academy of Governance should play an active role in emergency management training.
