The government＇s capability is a key factor of explaining the effectiveness of the government. A dynamic perspective on the organizational capabilities has been introduced to shed lights on the development of Chinese government capabilities. The historical path of state building, the shift of capability bases as well as the development of government routines are three important endogenous factors accounting for transition of Chinese government＇s capabilities and the effectiveness of Chinese Government since 1978.
