摘要
我国第三方认证市场主要被国际认证机构占据,而本土第三方认证企业处于"贴牌认证"的被动地位。要改变这种困境,宏观方面,政府应该营造有利于培养我国本土第三方认证机构的政策环境,建议商务部调整现有广交会驻会单位管理办法,财政部为本土第三认证企业设立国际市场开拓资金,加强本土第三方认证行业的组织建设;微观层面,本土第三方认证企业应该在和各国认证机构合作的过程中,力争逐渐取得行业全球话语权,要把国内市场与国际品牌链接起来,积极参与行业标准的制订,力争全球行业话语权,实施"走出去"战略。
The international certification authorities are dominating the market of China' s third-party certification while the local third-party certification enterprises are in a passive position of OEM certification. To change such a dilemma, from the macrocosmic aspects, the author proposes that Chinese government should create the favorable policy environment to cultivate China's domestic third-party certification authorities. From the microcosmic level, China's domestic third -party certification companies should construct their own brands and join into the international competitions.
