摘要
近几年,我国各地迅速组建、培育中小企业公共服务平台以促进中小企业素质提升。公共服务平台的培育是以政府适度干预论、市场增进论、中小企业服务论为理论基础的。我国中小企业公共服务平台在实际的运行中形成了两大主要模式:以政府为主导的公共服务平台和以市场为主导的公共服务平台。通过对两类运行模式下中小企业公共服务平台的投入产出效率进行评价,结果表明以市场为主导的公共服务平台的效率要优于以政府为主导的公共服务平台。
In recent years, lots of parts of our country have established and fostered public service platforms of SME to pro- mote SMEs＇ quality upgrading. Fostering public service platform is based on moderate government intervention theory, market promotion theory and the theory of SME service. Chinese public service platform of SME has formed two main modes in actual operation： the government - oriented public service platform and the market - oriented public service platform. Through the input - output efficiency evaluation of two kinds of public service platforms, the paper finds that the efficiency of market - oriented public service platform is superior to government - oriented Dublic service platform.
