中国立法后评估研究评价(2005—2011)——基于CNKI论文数据的量化分析

Appraisal of the Post-legislative Evaluation in China(2005—2011)——Based on Quantitative Analysis on CNKI Papers

通过对CNKI收录的"立法后评估"研究论文的量化分析,以期评价中国立法后评估研究状况。统计分析显示,中国立法后评估呈现六大特点,即由试点到研究、研究主体相对集中、研究主题过于分散、研究整体处在初级阶段、定量分析方法运用较少和研究资助力度不够。建议研究者、研究机构、期刊和政府共同协作,以改进中国立法后评估研究质量。

In order to appraise the research condition of the post - legislative evaluation in China, we analyzed the papers of the post - legislative evaluation which included in CNKI. Statistical analysis demonstrated that the post - legislative evalua- tion presented six major characteristics： from the experiment site to research; a few concentrated research subjects; dis- persal research theme ; the initial stage research ; little quantitative analysis and funding efforts . So, we think that re- searchers, research institutions, Journals and government need to work together to improve the quality of the post - legisla- tive evaluation.
