摘要
专利制度作为调节发明者个人利益和社会利益的公共政策,具有经济效应和社会效应的二元性。专利制度可以推动科技进步,也可以阻碍和禁锢科技进步的发展。采用我国31个省、直辖市、自治区的面板数据,利用灰色关联分析法研究了我国专利指标与区域科技进步的关联性。研究结果表明:发明专利申请量、发明专利授权量、专利授权量指标都与区域科技进步有着很大的关联性,但不同区域的专利指标与科技进步的关联性大小不一样,同一区域不同的专利指标促进科技进步的关联度大小也不一致。这表明专利与区域科技进步的关联性很强,成为推动区域科技进步的主要动力。
Patent system, as a public policy to adjust personal interests and society interest, has the dual nature of econom- ic effects and social effects, which can promote science & technology progress, and also hinder science & technology pro- gress. By gray correlation analysis, the paper studies the relevance between patents and regional science & technology pro- gress using panel data of 31 provinces. It is concluded that there is a close relationship between patent and regional science & technology progress, including invention patent applications, invention patents, patents granted. However, patent indi- cators in different regions and different patent indicators in the same area have different impact on regional science & tech- nology progress. The result shows that patents have become the main driving force to promote regional scientific and techno- logical progress.
