基于改进DEA模型的省际高校科研效率评价

Evaluation of Scientific Research Efficiency of Provincial Universities Based on Improved DEA Method

高校的科研效率对地区科技研究和经济社会全面发展具有较强的支撑作用。在对省际高校科研效率的研究中,采用传统DEA方法的研究较多,而该方法不能解决高校科研投入、产出时间上滞后性以及影响非单一性的问题。针对以上问题,通过采用改进DEA方法建立产出相对滞后的评价模型,对全国31省市2003—2009年期间高校科研效率进行评价,并依据评价结果提出相关建议,为各省市改善高校科研效率提供有效参考依据。

The efficiency of universities scientific research is playing a strong role in supporting regional technological effi- ciency and economic and social development. In the study of inter - provincial university research efficiency, traditional DEA method is often applied, which can＇ t solve the time lag problem of inputs and outputs in university scientific re- search and the problem of the effects of non - uniformity. To solve the above problems, by applying the improved DEA method, the paper establishes an evaluation model with relatively lagged output time then evaluates the efficiency of univer- sity scientific research for the period of 2003 -2009 in 31 provinces. And based on the evaluation results, the paper propo- ses some recommendations for each province to improve university research efficiency as an effective reference.
