优质均衡发展:义务教育现代化的质量范型 被引量:13

High Quality Balanced Development: Quality Paradigm of Modern Compulsory Education

摘要 我国义务教育经历了重点发展阶段后,正在全面进入基本均衡发展阶段,一些发达地区开始追求优质发展。优质均衡发展是义务教育适应教育生态的转变、对教育现代性的追求以及解决自身发展问题的一种选择。作为一种现代化质量范型,在教育输入层面,义务教育优质发展以民主与科学思想为指导,用素质教育文化规范学校教育实践,并努力实现公共性与个性化的教育资源互补;在教育的过程层面,义务教育阶段学校主动发展、课程计划落实、教学过程优化、学生积极学习、教师工作专业、管理制度健全等是观测教育质量的重要内容;就教育结果而言,优质发展的义务教育最终表现为学校整体能力提升、学生学业成就满意、教师教学绩效优良、社会认同程度较高。 Compulsory education in China is entering the balanced development stage after the focused development and pursuing the high quality development in some developed areas.The high quality balanced development came out of the adaptation to the transition of education ecology,the pursuit of education modernity,and the attempt to solve education problems.At input level,high quality development of the compulsory education as a modern quality paradigm follows the thought of the democracy and the science,regulates the practice of the school education with quality-oriented educational thought,and makes great efforts to achieve the complementation of the public and the personalized educational resources.At process level,contents measuring the quality of the compulsory education include active development of schools,implementation of curriculum plans,optimization of teaching process,active learning of students,professionalism of teaching faculty,and performance of management system.At the outcome level,the high quality development of the compulsory education is manifested in the improvement of school's competence,the satisfaction of students' academic achievement,the excellence of teaching and social approbation.
