论如何推进上海义务教育高位均衡发展

On the Promotion of Advanced Balanced Development of Compulsory Education in Shanghai

本文分析了上海义务教育均衡发展的成就和需要突破的问题,提出上海要追求义务教育高位均衡发展,并就高位均衡的内涵和特征进行了说明。本文认为,上海推进义务教育高位均衡发展的基础和前提是按照学生数均衡配置校舍、经费和师资等资源,其重点和难点是抬高底部,核心和关键是深入推进学校转型发展和内涵建设。

The current paper discusses the orientation of advanced balanced development of compulsory education in Shanghai;analyzes its achievements,problems,importance and necessity;and explicates the connotation and characteristics of advanced balanced development.The author believes that the bases and premises of advanced balanced development of compulsory education in Shanghai are the balanced allocation of school building,money and teaching faculty according to the student numbers,the emphases and difficulties are the assistance for vulnerable groups and underdeveloped schools,and the key point is to promote transition of school development mode and connotation construction.
