摘要
丰富的自然资源,既是发展经济的有利条件,又可能成为抑制产业结构升级的障碍,从而使资源型地区陷入"资源诅咒"陷阱。"资源诅咒"会通过初始产业布局、制度环境以及"挤出效应"等途径影响资源型地区产业结构的转型升级。加大资源开发力度虽然在短期内会促进中西部资源型地区制造业和第三产业的发展,但长期却表现出明显的抑制作用;在一个较长的时间范围内,大规模的资源开发抑制了中西部资源型地区产业结构演进的进程。中西部资源型地区要从避免落入"资源诅咒"陷阱着手来促进产业结构的转型升级。
The rich natural resources could be the favorable condition for economic development,and yet could be the obstacle to upgrade the industrial structure.Therefore,it is prone to the 'resource curse' for those resource-oriented regions.The 'resource curse' can impact the transformation and upgrading of the industrial structure in resource-oriented regions by way of initial industrial distribution,system environment and 'extrusion effect'.To enhance the resource exploration can help the manufacture industry and the third industry in the middle and western resource-oriented regions in short term,however,it reveals the striking restrict impact in long term;in a comparatively long period,the resource exploration on large scale restrains the evolution process of the industrial structure in those regions.It is essential to promote the transformation and upgrading of the industrial structure in the middle and western resource-oriented regions by avoiding the lure of the 'resource curse'.
