“后精英政治”乡村治理模式的创新研究——基于万载县布成村的调查分析

乡村是政府执政的薄弱环节,同时也是政府建设和发展的重点。由于乡村资源相对匮乏、民主机制不健全、乡村干部待遇不高等原因,乡村精英日渐远离乡村政治。这种"后乡村精英"时代的治理存在着许多风险和困境,既不利于乡村经济的发展,也不利于乡村民主的推行,还使得国家政策在乡村的传达和执行面临阻碍,文化传承面临断层。如何创新乡村治理模式、超越传统的乡村治理模式,成为促进村庄经济发展、加快新农村建设必须解决的重大课题。

The rural society is the weak link of the administration of government and the focus of government construction and development.Due to the lack of rural resources,imperfect democratic mechanism,and poor salary of rural cadres,in this kind of rural governance of ＂era of post-rural elites＂,there are a lot of risks and difficulties.The situation will neither be beneficial to the development of rural economy,nor to the implementation of rural democracy and at the same time,it will make the communication and execution of rural national policies face obstacles and cultural inheritance fracture.How to innovate modes of rural governance to promote rural economic development and speed up the construction of new countryside has become the important topic which must be solved.
