浅谈我国图书馆立法的困境与出路

Briefly on Predicaments of Legislation about Library in China and the Way out

目前我国图书馆事业发展的最大问题就是缺乏全国统一适用的图书馆法。不成体系、规定模糊、操作性不强且立法层级较低,难以真正保证图书馆事业的健康发展是我国图书馆法的现状。我国图书馆立法工作面临的困境则是:政府缺乏足够重视、理论研究不够充分、观点难以达成统一、立法程序复杂等。据此文章建议:加强图书馆自身建设和理论研究,借鉴发达国家经验并尽快统一观点,建立全国性图书馆行政机构,实行统一管理、统一规划,以促进我国图书馆立法的进程。

The biggest problem about the development of librarianship in China lies in the lack of a unified and applicable library law. Due to its fragmentaion ambiguity of specification and the poor provisions, and the lower level of legislation, it is difficult to truly ensure the healthy development of the library. Besides, the current predicaments faced by the library legislative work in China include：poor emphasis on the part of government, insufficient effort in theoretical research, difficulty in reaching an agreement between different views, and complexity in legislation, to name only a few. Thereby, the author of this article proposes that much work should be done to strengthen the self - improvement and theoretical studies of the library, and to reach an agreement between views as soon as possible based on the experiences of the developed countries ; much effort should be made to establish a nation - wide administrative organization of libraries to achieve unified management and unified planning for the legislative progress of our library.
