国家科技基础条件平台运行服务阶段关键问题探析

国家科技基础条件平台是我国特有的科技资源整合共享措施,属于科技创新支撑体系的一部分。经过近十年的建设,平台在"十二五"期间全面转入运行服务阶段,这意味着其运行模式出现了转变,一些新的问题在新的阶段显现,需要进行深入的讨论和研究。本文基于国家科技基础条件平台最近几年的主要进展,对平台投入、运行服务模式和运行保障等几个影响平台发展的关键问题进行探讨,提出建议和措施,为科技基础条件平台在运行服务阶段的进一步发展提供参考。

National Science and Technology Infrastructure of China（NSTI）is China＇s unique scientific and technological resources integration and sharing facilities,it belongs to the national scientific and technological innovation support system.After nearly 10 years of construction,in the＂12th Five Year＂period,NSTI advanced into a comprehensive operation service stage.It brings the shift of operation model and new problems which need prefund discussions and research.Based on the main progress of NSTI in recent years,the paper discusses several key problems such as input,operation service model and operation guarantee of the platform,raise reference recommendations and measures for the further development of the National Science and Technology Infrastructure in the operation service stage.
