摘要
近年来,我国企业"招工难"与农民工"就业难"现象并存显得较为突出,这是多对矛盾综合的结果,包括农民工进城就业成本与收益矛盾、农民工素质与企业需求矛盾、就业年龄门槛与农民工年龄结构矛盾、企业用工苛刻与新生代农民工逸乐享受矛盾。解决企业"招工难"与农民工"就业难"问题,应该多管齐下,各方都应有所作为,本文从政府作为宏观经济管理者促进就业的角度,从户籍制度改革、禁止用工年龄歧视、加强农民工技能培训和大力发展职业教育等几个方面,提出相应的政策建议。
In recent years, the enterprises in our country recruit difficultly, and the migrant workers apply for a job difficultly also. The coexist phenomenon is more prominent. This is the result of comprehensive contradictions, including the cost and benefit of migrant workers into the city employment contradiction, migrant workers' qualities and enterprise' demand contradiction, employment age threshold and migrant workers age stmcmm contradiction, and the enterprise employee demanding and the new generation of migrant workers' pleasures enjoying contradiction. To solve enterprise "recruitment difficult" and migrant workers employment difficulty problem, should be multi-pronged, and all parties should make a difference. This paper only from the government as macroeconomic management promote employment point of view, and fi'om the household registration system reform, prohibit employment age discrimination, strengthen rural migrant workers skills training and vigorously develop vocational education and so on several aspects, puts forward the corresponding policy recommendations.
