硅谷指数与中国国家高新区评价指标体系比较研究

The Comparative Study on the Index of Silicon Valley and the Evaluation Index System of China's National Hi-tech Zones

硅谷指数是一种反映硅谷地区发展状况,分析硅谷经济成长与社区发展情况,突出挑战,从而为领导层和决策者提供分析基础的年度报告。本文基于对硅谷指数与中国国家高新区评价指标体系的对比研究,发现两者在设计理念、指标内容、体系结构、制定主体以及指标功能等方面存在显著差异。硅谷指数"以人为本"的设计理念、"灵活应变"的结构体系、"社会组织"为主的制定主体等对中国国家高新区评级指标体系建构乃至国家高新区的发展形成一定的启发意义。

＂Index of Silicon Valley＂ is one annual report which telling us the Silicon Valley story, measuring the strength of Silicon Valley＇s economy and the health of Silicon Valley＇s community, highlighting challenges and providing an analytical foundation for leadership and decision making. Based on the comparative study on the Index of Silicon Valley and the evaluation index system of China＇s National Hi-tech Zones, significant differences are revealed among design concept, content, structure, function, and the makers. The ＂people-oriented＂ design concept, ＂flexible＂ structure system and the wide social participation give us certain inspiration for the construction of the evaluation index system and even the development of the National Hi-tech Zones.
