摘要
本文在概括政府绩效管理内容变迁的基础上,对政府绩效管理过程进行了深入分析和反思,探讨了该研究对于我国政府绩效管理的启示意义。文章指出,政府绩效管理过程实际上充满了理性设计和现实要求之间的冲突,每一个环节都存在不同的问题。我们在认识到这些问题的复杂性的同时需要对深层次的原因进行思考,我国目前的政府绩效改革需要政治改革的推动和引导,同时也需要对研究方法进行创新。
Based on the history of government performance management in Western countries, this article rethinks the process of government performance management and explores its inspiration to Chinese government performance management. It shows that government performance management is a process full of contradiction between rational design and practical demand. Each step of the process has some problems. Therefore it is necessary to rethink the reasons behind it. Currently the government performance management in China needs the support and guidance of political reform as well as the innovation in research method.
