摘要
本文描述了2009-2012年期间安徽省政府政务公开绩效评估管理的行动轨迹和服务价值理念,并对其政务公开考评管理框架的核心价值服务体系及其先进性、科学性、系统性、合法性、实践性、互动性等运行特征进行了深入分析;同时,针对该政府绩效管理框架运行所存在的政府绩效信息透明度不高、评估管理"内向"性较强、仍受传统行政文化理念影响等问题,给出了相应的对策。
This paper describes the action tracks and values of Anhui Provincial. Government Publicity Appraisal Management Framework during 2009--2012, and gives some in--depth analysis of its core value system as well as other operating characteristics such as, scientific properties, legality, practicality and interactivity. Meanwhile, the corresponding countermeasures are provided for the low transparency of government performance information, the strong "within" traits of assessment management, and the constraints of traditional administrative culture concept.
