当前国际形势仍然保持总体缓和，局部动荡的局面。美国构筑单极世界的企图同世界多极化趋势的斗争更为激烈。大国之相互利益调整，关系错综复杂。新一轮军备竞赛有所抬头，安全环境出现了不少负面因素，但有因素仍是主流。
