摘要
在从语种和学科两个层面,对西南五省份高等教育的现状进行比较详尽的调查及策略研究。调查发现:西南五省份外语高等教育的语种规模偏小,语种结构严重失衡,语种设置不合理;学科专业设置高度同质化,学科层次结构严重失调,学科优势差异明显。为此,西南地区应坚持市场调节与国家政策宏观调控相结合,科学规划外语高等教育;倡导优势互补,促进资源共享;立足地方实情,积极构建特色学科体系;并推行少数民族教育+外语教育培养模式,大力扶持边远少数民族地区的外语高等教育。
Based on statistics, this paper aims to survey the current situation of foreign language nlgn- er education in four provinces and one municipality of Southwest China, from two perspectives : kinds and disciplines of foreign language programs offered. The survey reveals: the scales of foreign lan- guage programs offered in five southwestern areas are much smaller than that of East-China developed regions. There is a serious imbalance in the kinds of foreign language programs offered, with English excessively outnumbering other foreign languages. The settings of foreign language programs offered do not suit the present demands of Southwestern area. Moreover, specialty settings are characterized by homogenization. There are large proportions of institutions which offer college-level and undergraduate programs, but very few postgraduate, especially doctoral programs. A contrasting variety lies in the disciplines of Southwestern foreign language higher education. Yunnan and Guangxi provide better for- eign language programs concerned with Southeastern Asian countries, while Chongqing and Sichuan possess superiority in the foreign language programs as regards western countries, such as Germany, Spain and Portugal. The paper concludes with a suggestion that the provinces involved should have a market-oriented, macro-controlled and scientific planning for foreign language higher education, advo- cate mutual complementarity and sharing resources, encourage diversified development of specialties, and speed up the development of foreign language higher education in the remote minority areas.
