Discussion on the Main Factors Affecting Hydropower Environmental Supervision Quality and the Improvements

近年来,环境监理工作已逐渐在水电建设工程中开展。由于环境监理有关制度、技术规范尚待完善,诸多因素影响了工作质量和成效。为此,分析总结了影响环境监理工作的主要因素,从环境监理招投标、监理方案编制、环境保护条件审验、制度体系建立,环保宣传、人员培训及考核等方面提出对策措施。

The environmental supervision has been gradually carried out in hydropower construction projects in recent years. Because of incomplete regulations and technical specifications, the quality and effectiveness of environmental supervision are influenced by many factors. The main influencing factors arc analyzed and the countermeasures for improving environmental supervision quality are proposed from the aspects of environmental supervision bidding, supervision programming, qualification checking, institutional building, environmental advocating, personal training and assessment.
