摘要
一、财政联邦主义理论缘起：政府间关系的财政分权
财政联邦主义（fiscalfederalism）是联邦主义一词的延伸，虽然它是个经济学概念，但它仍然具有政治意义上联邦主义的基本特征：一是中央与地方的分权；二是中央与地方政府职能的划分。马斯格雷夫认为。围绕“财政联邦主义”的问题，是关于财政事务的空间安排以及在各种管辖权内对这些事务的管理。
