国防类高校实验室设备采购风险控制问题研究

国防类高校设备招标采购作为国家投资,用于保障国防科技研究的手段,在以往的实施过程中,由于受到各种风险因素的干扰,采购的效率、结果与科研需要存在一定的偏离。因此,研究国防科研实验设备招标采购风险分析与风险控制的方法,成为国防类高校乃至研究所当前应尽快解决的重要课题。借助企业风险管理和项目风险管理理论,结合公共部门招标采购风险的特点,重点分析国防科研仪器设备在招标采购中存在的风险及其造成的损失,在此基础之上,提出相应的控制策略。

As a national investment,the defense universities equipment tendering procurement is used to be the means to ensure the national defense science and technology research. In the conventional implementation process,due to the interference of various risk factors,the efficiency and results of procurement exist a certain deviation with the research needs. Therefore, the methods of studying defense research laboratory equipment bidding risk analysis and risk control have become an important issue that should be resolved as soon as possible for the defense universities even institutes. With the theory of corporate risk management and project risk management, combining the characteristics of bidding risk in the public sector , focusing on the analysis of the risks and losses caused by the defense research equipment in the bidding, this article proposes appropriate control strategies on this basis.
