长期以来,提起巴阿境内的极端组织,学界习惯性地直指"基地组织"与"塔利班",而对于"哈卡尼网络"并没有足够重视,只是简单地将其归为一个地方性犯罪团体,并认为它的目标也就仅限于骚扰阿富汗几个地方区县政府。但实际上,哈卡尼组织对于整个巴阿局势,甚至周边版块,包括南亚地区、中亚五国都有着重要的影响。它试图通过对印度人或印度在阿富汗修建的基础设施发动恐怖主义袭击,获得巴基斯坦的好感,拉拢巴基斯坦的恐怖主义组织,并与中亚各国的伊斯兰极端势力展开合作,积极构建一个以阿富汗为基点,辐射南亚、波及中亚地区的极端势力网络。

Al Qaeda and Taliban are primarily mentioned as radical terriorsit groups and the 'Haqqani networt' has been seen only as a local militant group targeting limited locations in Afghanistan. The 'Haqqani network' has an increasing effect on the Afghan society and even other parts of the region. The group, along with other Islamic extremists, has tried to attack on the India-assisted Afghan infrastructure and please Pakistan. Its objective is to develop an extremist network based in Afghanistan, involving South and Central Asia as a whole.
