对农村两委“一肩挑”及交叉任职的思考

农村两委关系的调整关系到农村发展的大局。在当前农村两委关系调整中采取的村党支部书记和村委会主任"一肩挑"以及村党支部委员和村委会成员的交叉任职对于理顺二者的关系发挥了积极的作用。但是也面临一系列新挑战,诸如农村权力过分集中、权力缺乏监督、村务党务不分等。因此我们必须适时调整这一制度安排,通过划定二者职责范围、二者适度交叉任职、提高农村基层党组织的合法性基础等完善这一制度安排。

The relationship between village party committee and village committee has much to do with the rural development.The party branch secretary and director of the village committee in one and the cross appointment of village party branch members and village committee members has played an active role but are faced with a series of new challenges,such as excessive concentration of power,lack of supervision.So we must make adjustment through the delineation of their responsibilities,moderate cross appointment,advancement of rural party organizations at the grass-roots.
