对民间组织参与农村社会救助的思考

On Non-governmental Organization's Participation in Rural Social Assistance

民间组织参与农村社会救助对于关爱贫困群体,缩小贫富差距,缓和社会矛盾,推动社会文明进步具有最直接最基础的意义。为此,要鼓励民间组织积极参与农村社会救助。目前我国大多数民间组织自律机制不够健全,政府的法律法规监督体系也不完备,影响了民间组织的健康发展。针对当前存在的问题,通过创新民间组织管理体制、加强自身建设、建立健全相关法律法规等措施保障民间组织健康发展,使其成为农村救济的有益补充。

Non-governmental organizations（NGO）participation in rural social assistance have much to do with caring for disadvantaged groups,narrowing the gap between the rich and the poor,easing social conflicts and promoting social progress of the civilization.Therefore,we need to encourage NGO＇ participating in rural social assistance.At present,the unperfected self-discipline mechanism,incomplete laws and regulations of the government supervision system have affected the development of NGO.We need to innovative management system,strengthen self-construction,establish and improve relevant laws and regulations and other measures to ensure the development of NGO to make them to be a useful supplement for rural relief.
