中原经济区“三化”中的地质环境问题与政策研究

Research on Geological Environment Issues and Policies in the Process of Industrialization,Urbanization and Functionalization of the Central Plains Economic Zone

中原经济区在"三化"进程中引发的地质环境问题有水环境恶化、水资源衰减、土壤环境污染和耕地资源灭失。在未来"三化"建设中,应该按照客观规律办事,在资源环境可承载范围内科学部署"三化"建设工作;以省、市、县三级政府为行政单位,划定地下水社会使用和政府监管单元,建立地下水行政区监测断面;坚持"两不、三新"道路,以农村新型社区建设为抓手,实施新型"三化"发展战略;打破城乡二元结构,完善社会保障制度,保障进城务工人员合法权益;研究制定土地弹性出让政策,促进"三化"内涵式发展与高效集约用地;建立土地土壤环境质量监测评估机制,开展土地出让、流转各个关键环节质量的管控。

This paper proposes some measures for improving the construction of industrialization,urbanization and functionalization aimed at resolving these problems such as water environment pollution,the reduction of water resources,soil environment pollution and the loss of cultivated land resources.These measures include: we should scientifically deploy the initiatives concerning the construction of industrialization,urbanization and functionalization within the capacity of resource and environment according to objective laws.We should define the units for groundwater by social use and government regulation by taking three-level governments(province,city and county) as administrative units,and establish monitoring section for groundwater administrative region.Adhering to the principle of not harming agriculture and food,ecology and environment;led by new pattern urbanization,dominated by industrialization,and based on the new agricultural modernization,we should focus on the construction of new rural communities,and implement new development strategy of industrialization,urbanization and functionalization.On this basis,we should break up the dual-structures of urban and rural areas,and perfect the social security system.By doing so,we will be able to protect the lawful rights and interests of migrant workers.At the same time,we should study and formulate the policy of land elasticity,promote the connotative development and efficient and intensive land use.In addition,we will establish land soil environmental quality monitoring and evaluation mechanism and control the quality of each key process of land transfer and circulation.
