From the case of industry university research institute cooperation between Tsinghua University and Huai＇an City, the paper analyzes how to build a kind of collaborative innovation mode among government, university and enterprises. The practice in Huai＇an City has proved that such collaborative innovation mode effectively promotes industry university research institute cooperation and technological innovation.
