政产学研用协同创新机理与模式研究——以中小企业为例

Study on Scientific Research Collaborative Innovation Mechanism and Pattern——An Example of Small and Medium Enterprises

完善的创新管理体制是中小企业应对复杂多变的市场环境,获得并保持优势竞争地位的有力武器。从政产学研用协同创新内涵出发,通过分析中小企业目前遭遇的创新瓶颈,以及现有的几种协同创新模式,提出了一种与政府部门、企业集团、高等院校、科研机构、目标用户、中介机构等行为主体相互依存、共同发展的全方位协同创新新模式——"六位一体"模型。详细阐述了该模型的运行机理,以期对我国中小企业的创新发展有所借鉴。

Perfect innovation management system is the powerful weapon of small and medium-sized enterprise to deal with complex changeable market environment, obtain and maintain advantage competitive position. Starting from the connotation of “ scientific research” collaborative innovation , and through the analysis about the innovation bottlenecks of the small and medium-sized enterprises based on several cooperative innovation modes existing nowadays, the paper puts for- ward a all-round cooperative innovation new model of ＂Six one＂ about interdependence and common development of behavior main bodies, such as government department, the enterprise group, institutions of higher learning, scientific research institutions, target users and intermediary agencies. This paper expounds the operation mechanism of this model, in order to be referenced by the innovation development of the small and medium-sized enterprise.
