南非公私立高校合作关系探析

Analysis of the Public-private Partnership in Higher Education in South Africa

南非已成为非洲大陆高等教育最发达的国家之一,其中,私立院校在扩大高等教育入学中功不可没,特别是公私合作办学方式,发挥着重中之重的作用。南非公私立高校合作伙伴关系经过四个阶段的演变,形成专业学院合作、服务合作与教学合作三种类型,表现出以营利性私立院校为主、公立高校掌握主导权以及合作计划总体水平偏低的特点。

South Africa has become one of the most developed countries in higher education in African continent. Private colleges play an important role in higher education expansion, especially the public-private partnership. After four stages of evolution, the public-private partnerships have formed three types of specialist partnership, service partnership and teaching partnership. The public-private partnerships are composed mainly by for-profit institutions guided by public universities and show relatively low educational level.
