我国地方债务风险成因与对策研究——兼论国外地方债务管理办法

The Origin of China Local Debt Risks and Counter-measures——Local Debt Management in Other Countries

地方债务问题是学术界研究的热点问题。我国的地方政府债务是社会、经济、政治和历史等多方面因素共同形成的,形成机理相当复杂,要求建立规范的地方债务制度来解决。对地方债务风险的成因进行了分析,指出化解地方债务风险首先要明确长短期目标,并分别从短期和长期提出了规避风险的对策建议。讨论了国外地方债务管理办法,以期对我国地方债务管理提供一定借鉴。

Local debt is the focus of academic research.China local debt is the result of society,economy,politics and history,with complicated forming mechanism,requiring standard local debt system to solve it.This paper has analyzed the origin of local debt risk,pointed out that solving local debt risk must determine long and short term objectives and proposed countermeasures to avoid risks from short-term and long-term perspectives.The paper has also discussed local debt management in other countries as to provide some insights for China local debt management.
