对“联盟标准”研究与应用的对策与建议

Suggestions and Measures for the Research and Application of "Union Standard"

技术标准是产业发展和市场竞争的核心要素。当前,越来越多的企业开始采用联盟标准这一重要的竞争手段。我国现有的联盟标准模式主要分为"闪联模式"和"广东模式"两种。前者以中关村电子产业技术标准推广为代表,后者以广东红木家具传统产业标准提升为代表,各有优势,且有着相关性。近年来,宁德市质监局在借鉴与发展现有模式的基础上,结合当地实际,积极开展联盟标准探索与研究,取得初步成效,为福建省全面推进实施联盟标准工作提供了样板和经验。

Technical standards are the core elements of the industrial development and market competition. Now more and more companies are using Union Standard which is an important means of competition. The mode of Union Standard in our country is mainly divided into ＂IGRS Model＂ and ＂Guangdong Model＂. With respective advantages, the first model, represented by the introduction of electronics industry technical standards of Zhongguancun, is related to the second model which is represented by the improvement of traditional industry standards of Guangdong blackwood furniture. In recent years, on the basis of borrowing and developing present model, Ningde City Bureau of Quality and Technical Supervision has launched the study of Union Standard with connection of local reality and has made some achievements on setting examples and providing experience for further fully pushing and implementing the union standard in Fujian Province.
