文章首先分析资源密集型区域经济发展和环境约束问题。然后剖析资源密集型区域经济发展的环境约束形成机理,从资源环境产权制度、资源收益分配与转化、产业结构、政府和企业行为等多角度,探讨资源密集型区域以环境为代价发展经济的深层次原因和矛盾。最后提出资源密集型区域克服环境约束实现经济可持续发展机制。着重从理顺资源产权关系、完善环境政策工具、建立资源财富合理分享机制、完善产业结构调整和优化升级机制、规范政府和企业行为等方面入手,推动实现资源密集型区域环境改善与经济可持续发展。

Firstly, the paper analyzes the problems existing in resource-based regions. Secondly, strives to explain the influence mechanism of economic development on environmental constraints in resource-based regions, mainly from the views of the property rights system of resources and environment, the resources income distribution and transformation, the industrial structure and the government and corporate behavior, investigating the deep-seated reasons that develop at the expense of the environment. Finally, proposes the sustainable development mechanism in resource-based regions by overcoming the environmental constraints, mainly from the views of straightening out the resource property right, improving the environmental policy, improving the reasonable share mechanism of resource wealth, improving the adjustment and optimization and upgrading mechanism of industrial structure, regulating the government and corporate behavior.
