With the analysis of structural level industrial development form in Xi＇an has a tendency and benefit, this article points out that, at present, the to specialization, and the employment structure becomes more diversified. The tertiary industry centering on modern service and cultural tourism is the leading industry Xi＇an, but the primary industry centering on agriculture is short of comparative advantages.
