On Headline Drafting of Legal Documents

法定公文标题须遵守简明、准确、显旨、规范、合理五项原则;运用五原则理论分析法定公文标题的规范形式与失范形式;进而提出标题应依据载体、正文长短和内容性质合理选用的方法。

Headlines of legal documents should be drafted in accordance with five principles namely： concise, accurate, topic-prominent, standard and reasonable. The paper applies these principles to examine different standardized forms of headlines of legal documents and some lack of standardization. The media carries texts, length and content of the main texts should also be taken into consideration when drafting headlines of legal documents.
