There have appeared many changes from the traditional agriculture to the modern one.This essay expounds some problems existing in agricultural development such as whether the household contractual operation is still full of power,the household contractual operation is still consistent with the large-scale management and how to improve and promote the household contractual management.The author also proposes some solutions to the problems.
