流动摊贩问题是一个复杂的社会问题,而对流动摊贩的管理是一个系统性的工作,需要全社会共同参与解决。本文采用定性研究的方法,对街头流动摊贩的经营现象、成因和现行管理体制进行分析,并借鉴国内外管理小商小贩的经验提出改进措施：完善市场布局和生活服务;降低部分摊位的收费;实施街道分级管理;解决就业、再就业和生活出路问题;打击假冒伪劣商品经营行为。

Mobile vendering is a complicated social problem.Managing the vender stands is a systematic task involving synergy of different parts of the society.Using a qualitative research method,the article analyzes the status quo,the reasons and the current managing measures of this phenomenon.Drawing experiences from abroad,the writer produces measures to manage the situation including perfecting the layout of markets,reducing the charging fees for commercial stands,implementing graded managing,solving employment problems,cracking down on all illegal and criminal activities related to the production and sale of counterfeit and shoddy goods etc.
