在经济增长中究竟是制度还是技术起决定性作用一直以来是经济学家争论的焦点。本文从技术决定论和制度决定论两个流派的理论观点入手,提出在经济增长中制度高于技术这一观点,最后从中国的实际情况出发,分析在中国经济的发展中制度所起的作用大于技术,中国的改革开放是制度变迁带动经济增长。

Which plays a decisive role in economic growth,technology or institution？ Economists have been arguing about that for years. Starting from the two theory perspectives of technological determinism and institutional determinism,this article puts forward the idea that institution plays a more important role in the economic growth than technology. Proceeding from the reality in China,it also analyzes that the institution changes promotes the economic growth in China＇s reform and opening.
