打破体制壁垒 规范和促进广东民办教育快速有序发展

Breaking the System Barriers to Promote a Speedy and orderly development of PEIs of Guangdong Province

长期以来,民办教育自生自灭,缺乏两条腿走路的教育发展战略眼光,缺乏积极的扶持促进政策,这是阻滞广东教育整体良好发展的一大障碍。民办学校及其教师的＂身份＂问题,是民办教育发展的＂瓶颈＂。要积极促进民办教育快速有序发展,首先要解放思想,打破＂事业编制＂这一计划经济体制壁垒,摈弃对民办学校的严重＂体制性歧视＂。

The Great obstacles to the sound development of Guangdong private education are the longheld concept towards private education emerging of itself and perishing of itself; the lack of active government policy support. The Status of private education institutions and the statusof their teachers are the bottlenecks for the further development of private education. To actively promote a speedy and an orderly development of private education, first and foremost, the barrier of approved organizational post, inherited from the planned economic system, should be abolished. The system-related severe discrimination towards private education should be abandoned.
