现代城市规划的兴起与公共政策、公共干预密切相关 ,在实践中城市规划表现为一种行政权力。根据现代行政法制的原则 ,城市规划行政管理的各项行为都要有法律的授权 ,并依法施行管理。法制化是现代城市规划的主要特征之一 。
Urban planning is something linked with public policy and public interference. In practice, urban planning is a kind of administrative power by nature. Planning power exercised by government must have its mandate from laws or by-laws, and all the activities of urban planning administration must bound by law. Legality is one of the major characteristics of modern urban planning, which is the pre-condition of an effective and efficient planning system.
