低保救助与积极再就业政策的有效衔接问题研究

低保救助与积极再就业相脱节是我国低保救助制度存在的突出问题。政府对有劳动能力低保对象再就业服务的缺位以及有劳动能力低保对象选择不就业是低保救助与积极再就业相脱节的主要原因。只有合理借鉴境外有益做法,落实相关部门的职责,提升再就业服务品质,提高低保对象的再就业收益,降低低保对象的再就业成本,激励低保对象积极再就业而不是消极等待救助,才能实现低保救助与积极再就业的有效衔接,根本上解决有劳动能力低保救助对象的贫困问题。

Currently,Dibao assistance divorced from the positive employment policy is a prominent problem in our country＇s Dibao assistance system.The government＇s lack of re-employment service to the able-bodied recipients and the able-bodied recipients don＇t choose to work are the main causes.Only we use the foreign system for reference reasonably,carry out the relevant department＇s responsibilities,upgrade the quality of re-employment service,improve the recipients＇ re-employment salary and reduce their re-employment costs as well as promote the recipients＇ positive re-employment instead of waiting for assistance,can we realize the link of Dibao assistance with positive re-employment,so that can we solve the poverty problems of the able-bodied recipients radically.
