Effect evaluation of program of training outside China's Mainland for academic leaders in key medical fields of Henan Province

目的:科学评价河南省医学重点学科学术技术带头人出境培训项目实施绩效,为科技管理提供依据。方法:根据评价指标设计调查问卷,对2006-2010年立项项目进行调查分析。结果:项目总完成率为52.49%,项目负责人平均年龄43.99岁,副高级职称以上占90.2%,硕士学历以上占73.0%;到美国、加拿大、澳大利亚培训的占76.7%;培训的技术中达国内领先水平以上的占88.3%,重大和较大创新技术占88.3%;44位承担者平均2.1篇论文被SCI收录;培训后98项技术在临床应用,平均为每例患者减少费用5 446元。结论:项目完成情况较好,加强培训渠道联系及单位全过程管理很重要。

Objective：To provide the foundation for scientific management through evaluating the performance of program of training outside China's Mainland for academic leaders in key medical fields of Henan Province.Methods： The questionnaire was designed based on the evaluation targets to make a survey and analyze the established projects in 2006-2010.Results： The overall completion rate of the projects was 52.49%.The average age of the projects was 43.99 years old.Among them,90.2% of the project participants were senior scientists and 73.0% of them held MS or PhD degree.76.7% of them were trained in the US,Canada or Australia.88.3% of the trained skills achieved or surpassed the domestic advanced level.88.3% of them belonged to the great or important creating techniques.In average,the undertakers of 44 projects published 2.1 papers which were recruited in Science Citation Index.98 imported skills were applied in the clinical practice.In average,it saved about $5 446 for each patient.Conclusion： The projects were completed very well.It is important to strengthen the management during the training process and to work hard on seeking good training sites and keeping good communication with the trainers.
