关于行政行为的强制性属性问题的研究已经非常多,但是对行政行为的另一特征妥协性研究却不是很多。而法学的"非强制性行政行为"就是行政行为妥协性的一种重要体现。本文着重阐述了行政行为的这两种属性的关系,并提出应该尽量发展行政行为的妥协性。
