温州金改徘徊不前

FINANCIAL REFORM IN WENZHOU

政策不明，模式不清，温州金融综合改革效果不彰。2012年3月28日，国务院总理温家宝主持召开国务院常务会议，决定设立温州市金融综合改革试验区，批准实施《浙江省温州市金融综合改革试验区总体方案》，并确定了温州金融综合改革十二项主要任务（下称“十二条”）。

In March, China approved a broad package of financial reforms in Wenzhou. It is of great pioneering significance for financial reform and economic development throughout the nation. If successful the Wenzhou package could be introduced in other parts of China.When looking back at the financial reform work over the past eight month, there were achievements in terms of financial products and service innovation. Nevertheless, expected progress has not been made. Some people still don’t feel much change. For instance, some pri-vate investors enthusiastically prepared to set up banks and establish loan companies. However, after eight months, that enthusiasm has started to wane as many entrepreneurs are starting to say the reform has been too slow and not enough.More detailed rules and regulations are needed. It is said that it may take two or three years for the financial reform to see big changes.
