民国时期福建水电事业的嬗变

The Transmutation of Fujian Hydropower Industry During the Republic of China

福建的水电事业始于时局动荡、民生艰难的民国时期。在近30年的发展历程里,福建的水电事业先后经历了三次重要的历史嬗变,即20世纪二三十年代以民办水电兴起为特点的萌发阶段、抗战时期以国民政府对水电的重视和支持为特点的短暂繁荣阶段以及抗战胜利后国民政府对全省水电较大规模的勘测和规划为特点的继续发展阶段。尽管这一时期福建的水电事业历经坎坷,但当时的水电工作者以及地方上的有识之士仍然勉力而行,不仅为福建的水电事业做出了重要贡献,也为新中国成立后小水电建设在福建的迅速恢复和兴起奠定了良好的基础。

The Fujian hydropower industry started in the Republic of China, in which was filled with wars, chaos and pains. During nearly 30 years, it had gone through a sequence of important transmutations, which can be divided into three phases. The first is germination, featured by the arising of private hydropower stations during 1920s to 1930s, the second is boom, featured by the government took part in the industry offi- cially during the anti-Japannese war, and the third is continued progress, featured by the large scale hydro- power explorations and plans led by the government after the war. Although many troubles blocked the progress of hydropower industry seriously, those far-sighted personages, both from government and from civil, still en- deavored in the career, by their hardwork, not only promoted the industry in that era, but also laid a solid foundation for the great development at the initial stage of the People＇s Republic of China.
