组建福建开放大学,是创新福建教育,着眼于学习型社会建设和终身教育体系构建省域化的重要举措,是海峡西岸经济区发展先行先试的要求。建设好福建开放大学,必须着力于体制机制的创新,立足省情,最大限度地整合各类教育资源,紧趋信息技术的发展与革新,促进教育与信息技术的高度融合,搭建远程教育学习平台,为人民群众创造便利的学习机会和提供多样化的学习选择,致力于逐步打通终身教育体系与国民教育体系、学历教育与非学历教育沟通衔接的渠道,为终身教育体系的构建和学习型社会建设服务。建设好福建开放大学,关键在于科学地筹划其建构框架模式,探索其良性运行的途径。

The Construction of the Open University of Fujian is a pre - planned strategic requirement for the development of Western Taiwan Straits Economic Zone , which is a significant measure to innovate Fujian education as well as to build a learning society and lifelong edcucation in a provincial education system. In or- der to construct the Open University of Fujian, we should innovate the system and mechanism based on the sit- uation of Fujian Province, integrate the various educational resources, follow closely the information technology development and promote the highly integration of education and informational technology, setting up a plat- form for distance education and providing convenient learning opportunity for people. Moreover1 it can bridge the gap between lifelong education and the national education as well as degree education and non - degree ed- ucation, and to provide service for lifelong education and learning society. The key to the construction of Fu- jian Open University is to plan its construction mode scientifically and to explore the ways to well manage it. This paper puts forwards suggestions on these aspects.
