宁夏第十一次党代会确立的沿黄经济区发展战略和百万贫困人口扶贫攻坚战略,准确体现了党中央精神,深刻反映了宁夏区情,是引领宁夏全面小康社会建设的总纲。沿黄经济区战略应着力实施好工业化、城乡一体化和以川济山等具体战略,中南部地区应着力实施好人口递减、多业并举、城镇化、基本公共服务均等化和对外合作等具体战略。

The development strategy of the economic zone along the yellow river and the crucial strategy for poverty alleviation of 1 million people are the general principles guiding the building of a well-off society in an all round way in Ningxia.They accurately embody the spirit of the Party Central Committee as well as reflect the conditions of Ningxia.The development strategy of the economic zone along the Yellow River should implement some specific strategies like industrialization,urban-rural integration and making use of the advantages of river areas to assist the development of mountain areas.In central and southern areas,we should vigorously implement specific strategies like population decline,the development of multi-industry,urbanization,equal access to public services and external cooperation.
