Public Security Contract in the Context of Privatization of Public Service

在公共服务民营化背景下,治安承包打破了传统的单一的以公安机关为主导的治安管理模式,将市场与竞争引入公共治安领域,鼓励民间力量参与治安防范管理,形成了社会治安领域的多元化治理,极大地提升了治安管理效率。我国治安承包实践还存在政府职能错位、滥用职权和权力寻租等一系列的问题,因此必须采取措施对治安承包机制进行规范化,以确保治安承包得到健康发展。

In the context of privatization of public service,public security contract breaks the traditional single mode of management of public security dominated by government.It develops the diversity of governance in social security field through introducing market competition into the field of public security and encouraging private participation in the management of public security precautions.There exist a series of problems such as government functions dislocation and abuse and rent-seeking of power in practice of public security in China.Therefore,measures must be taken to facilitate the standardization and the healthy development of mechanism of public security contract.
