摘要
为了均衡教育资源,促进城乡教育的公平以及城乡教育的均衡发展,一些地方教育部门出台了城乡教师流动的政策,但在实际的执行中存在着流于形式等困境,政策执行理论从理想政策、执行机构、目标群体以及政策环境等方面对教师流动政策执行中的困境作出了探究并尝试给出了对策,这对于使城乡教师有序流动这一教育政策的有效落实提供了有益的启示。
In order to balance educational resources to improve the equity and balanced development of the urban and rural education, some local educational department establishes some policies for the flow of urban and rural teachers. But in practice, there is a trend of being a mere formality. The theory of policy enforcement explores the problems, such as ideal policy, practice departments, targets group and policy environment in the enforcement of the policy and also tries to give some countermeasures. This gives some enlightenment to the practice of urban and rural teachers" orderly flow.
